Combine sugar, white wine, and vodka in a large glass jar; stir until most of the sugar dissolves.
Quarter oranges and lemons, then add them to the jar along with scraped vanilla bean seeds and the pod.
Cover the jar and let it sit undisturbed for one month in a cool, dark location. The mixture will become slightly cloudy and pale orange.
After a month, remove and discard the fruit and vanilla bean.
Strain the mixture through a mesh strainer lined with cheesecloth or a coffee filter into clean bottles.
Seal the bottles tightly with corks and store them in the refrigerator.
