Start by mixing Thai tea concentrate with boiling water in a heat-resistant container and let steep for 5 minutes. Strain this mixture through a fine sieve into a pitcher, discarding any solids. Next, sweeten your brew by stirring in granulated sugar until fully dissolved, then allow it to cool down to room temperature. For the cocktail assembly, pack ice cubes into a tall glass. Follow with white rum poured over the ice. Slowly add cooled tea on top of the rum, leaving some space at the rim for the next ingredient. Carefully pour half-and-half over the back of a spoon so it floats atop the layers.
